Closing a duplicate Issue as duplicate keeps the URL live, which is good. Staff sometimes deleted the thread instead, and Google kept the 404.
Process now: lock, status=duplicate, first comment links the canonical issue, do not hide.
If both threads have answers, we paste a short summary into the canonical and leave the extra comments in place.
For campus we used entity_type=course and left the template as Question. Search Console looks sane.
We hit the same wall on closing. Replica lag was the surprise, not CPU.
